Thomas Flournoy has over 27 years of experience in various capacities within the Employment Development Department. As the Division Chief, his duties, responsibilities and oversight include the direction and evaluation of all activities relating to the delivery of the Department’s workforce services programs. Prior to this position, Thomas was the Division Chief of the Los Angeles/Ventura Workforce Services Division where he was instrumental in setting the benchmark for exemplary Integrated Service Delivery in the America’s Job Center of California network.
