Laura Larsen
Vice President, Local Practice
Laura Larsen is Vice President of Local Practice at Results for America. In this role, she supports efforts to advance data-driven decision-making and results-oriented governance at the local level.
Prior to joining Results for America, Laura served as Budget Director for the City of Baltimore, where she led the development and implementation of the City’s $3.6 billion operating budget. During her tenure, she advanced Baltimore’s outcome budgeting approach and worked with agencies to strengthen performance measurement and the use of data in budget decisions.
Earlier in her career, Laura served as Budget Director for the City of Madison from 2015 to 2020 and as Capital Budget Director for the State of Wisconsin from 2020 to 2022. In these roles, she led efforts to incorporate performance management and data-driven decision-making into budget development processes at both the city and state levels.
Laura holds a Master of Public Administration from the University of Nebraska and a Bachelor of Arts in Political Science from the University of Nebraska–Kearney.
