Candy Miller joined the Pennsylvania Department of Education (PDE) in January 2018 and currently serves as the Research and Evaluation Manager implementing PDE’s state-level Research Agenda for policy and programmatic decisions to improve outcomes for students. In this role she manages research projects and analysis efforts internally at PDE as well as collaborations with researchers external to PDE. Ms. Miller brings to PDE over 25 years of experience in education research and statistics, which includes 18 years of national level experience as an independent consultant, and in-depth knowledge of research methodology and statistics that includes hierarchical linear modeling. As the Research Manager at PDE and lead analyst on projects nationally, she has led research and analysis efforts assessing the impact of school initiatives on the performance of students from early childhood through post-secondary. Prior to PDE she was Education Program and Assessment Specialist, Division of Early Childhood, at the Maryland State Department of Education (MSDE). At MSDE she was part of the team that led the development and deployment of Maryland’s new Comprehensive Assessment System for Early Childhood. She also served as the analyst for reporting state and local level results of their Kindergarten Readiness Assessment, was co-chair of the Maryland State Research Advisory Group, and principal investigator for a Child Care Administrative Data Analysis (CCADA) grant to the Maryland State Department of Education “Facilitating Continuity of Subsidized Care within Maryland.” Ms. Miller received her Master’s in Human Development and Psychology, with an emphasis in Research Methods and Statistics, from Harvard University Graduate School of Education.
